As far as I know, There are three things that you are able to do:

project.toml(new scripts may be available for ayon/openpype only)

Add it in General Settings (new scripts will be available for openpype and all DCCs

Add scripts as tools (new scripts will be available for the specified DCCs, projects, assets)
